The Early Childhood Development and Education Center has a diverse staff that includes physical, occupational and speech/language therapists, social workers, special educators, nurses, and service coordinators, childcare workers, and administrative and support staff. All Early Childhood Development and Education Center staff meet or exceed the educational, training and licensing requirements for their positions.
Marcella Franczkowski
Marcella Franczkowski serves as an assistant vice president of Kennedy Krieger Institute and the executive director of the Early Childhood Development and Education Center. She is recognized as a state and national influential leader and is well regarded as one of the most significant shapers of early intervention and special education programs and services. Marcella brings to the Early Childhood Development and Education Center community her lifetime commitment, “Every Child, Every Day.”
Toni Scott
Toni Scott serves as the director of the Early Learning Classrooms, where she brings over 15 years of experience in the early childhood and special education field in Washington DC, Maryland, and Virginia. Her expertise extends to leadership in policy and workforce development in shaping strategies to enhance educational outcomes for children with diverse needs.
Kim Cosgrove
Kim Cosgrove serves as the director of the Southeast Early Head Start program, where she has played an instrumental role in the development of an attachment-based and trauma-informed model of care. Her knowledge and experience have earned national recognition, and she has presented her insights internationally on early childhood development and parent/child attachment.
